Dr. Jill Ryer-Powder
Dr. Jill Ryer-Powder founded Environmental Health Decisions in 1999 to perform toxicology and health risk assessment consulting services. Dr. Ryer-Powder began her professional career as a staff toxicologist at Unocal Oil and Gas Corporation in Los Angeles, California. This position established an unmatched background in petroleum hydrocarbon toxicology and exposure assessment. Following Unocal, Dr. Ryer-Powder broadened her industry expertise by joining consulting firms in both northern and southern California. The 10 years of working side-by-side with the top experts in the field provided the broadened expertise to launch Environmental Health Decisions.
Dr. Ryer-Powder received her doctoral degree in Toxicology in 1987 from Rutgers University, School of Medicine in New Brunswick, New Jersey. This was followed by one year of post-doctoral study at University of Southern California (USC) Children’s Hospital. Prior to this, she received her Bachelor of Science degree in Nutritional Sciences from Cornell University in Ithaca, New York. The combination of nutritional and toxicological science study areas provides a holistic view of the human system and provides Dr. Ryer-Powder with a unique perspective to address human exposures to chemicals and effects on biochemical processes. Dr. Ryer-Powder continually enhances and expands her knowledge through attendance at conferences, investing in university courses, and enrolling in extended education through Tufts University School of Medicine in Boston. She is board certified by the American Board of Toxicology and is a former President of the Southern California Society of Toxicology. Dr. Ryer-Powder holds memberships in numerous prestigious organizations such as the American Society of Toxicology, American Board of Toxicology, Society for Risk Analysis, Association for Environmental Health and Sciences, and American Chemical Society
Dr. Ryer-Powder has more than three dozen published papers and abstracts related to toxicology and exposure. She has lectured on risk assessment and the science of toxicology as it relates to petroleum hydrocarbons, volatile organic chemicals (VOCs), ammonia, ozone, and metals at University of California-Irvine (UCI) and various conferences and seminars.

She offers expertise in human health risk assessment, lead exposure assessment, product safety, site exposure assessment, human exposure pathway assessment, Proposition 65 evaluation, causation analysis and determination, environmental assessment review to support loans on commercial property, Phase 2 interpretations, adequacy of MSDS, toxicological litigation support, and expert witness testimony.
